Rights related to physical harm resulting from spouse's violence


​Women physically abused in domestic violence, may be eligible for the following benefits from the National Insurance Institute:

Accident allowance

Accident allowances are paid for those hurt in an accident at home, on vacations and during leisure, if you have lost your functioning capacity as result of that injury.
The allowance is paid for 90 days at most.

A woman injured in domestic violence may be entitled to accident injury allowance if she meets the following conditions of entitlement:

  • She is an Israeli resident above 18 and under retirement age.
  • She incurred an injury as result of the abuse.
  • She submitted a claim for accident allowance, within 90 days of the abuse.
  • She is not covered by private personal injury insurance policy.
  • The accident is neither a work nor a traffic accident.

General disability

A general disability pension is paid to those who lost their earning capacity or to a housewife who lost her household functioning capacity, as results of a physical or mental disability.

A woman hurt in a domestic violence may be eligible for a general disability pension, if she meets the following conditions for at least 90 consecutive days:

  • Residency and age: she is an Israeli resident above 18 and under retirement age.
  • Work income: her gross income from work are below 60% of the average wage NIS 7,522 (as of Jan 01, 2024).
  • Medical disability: she has been granted a medical disability of at least 60%, or at least 40% if she has several medical impairments, and for one of them a 25% disability was determined.
  • Degree of incapacity: she has lost her earning capacity or household functioning (if she is a housewife) by above 50%, and a degree of incapacity was determined for her.

Attendance allowance for the severely disabled

The attendance allowance is paid for purpose of personal care to a disabled person for help in performing daily activities and supervision.

A woman who incurred a disability as results of domestic violence, and needs help in performing daily activities (getting dressed, eating, bathing, mobility in the household and controlling secretions) for at least 90 days, or needs supervision - may be eligible for an allowance.

Rehabilitation

A woman hurt in domestic violence and was determined a medical disability of at least 20% as general disability, or of at least 10% as work injury - may be eligible for vocational rehabilitation that will help her in finding a job.
Vocational rehabilitation includes: vocational diagnostic, academic or vocational studies, funding study accessories, support during studies and help in finding a job.
